ROCHESTER -- A grand jury refused to bring a felony charge against a woman accused of abandoning her baby in a supermarket parking lot while fleeing with stolen cigarettes.
The jury ordered prosecutors to drop a child abandonment charge that carries a maximum four-year sentence, and instead file misdemeanor charges of endangering the welfare of a child against Theresa McCullough. If convicted, she could be sent to prison for no more than a year.
